The Workforce Innovation and Opportunity Act (WIOA) requires each local workforce development board to develop and submit, in partnership with the chief elected official (CEO), a comprehensive four-year plan to the Governor. The Mayor is the CEO of Oakland. The Local Plan is the action plan for describing how individuals access services through the America’s Job Centers of California (AJCC) system.
The Local Plan articulates how the Oakland Workforce Development Board will coordinate with local partners to ensure person-centered service delivery.
There are four ways to provide comment during the 30-day comment period:

Comments received by the April 19th deadline will be sent along with the draft Local Plan to the California Workforce Development Board (CWDB) on April 30, 2021.
The Local Plan is not final until it is reviewed by the California Workforce Development Board (CWDB) and signed by Oakland Mayor Libby Schaaf.
Concurrently, the East Bay Regional Planning Unit (EBRPU) is undergoing a similar planning exercise for the Draft 2021-2024 Regional Plan. The EBRPU comprises the four East Bay Workforce Development Boards serving the counties of Alameda and Contra Costa and the cities of Oakland and Richmond.
The Draft Regional Plan is currently open for its 30-day public comment period through April 19, 2021.
