Floyd Mitchell

In May 2024, Chief Floyd Mitchell joined the Oakland Police Department (OPD), bringing with him nearly 30 years of leadership and experience in law enforcement.

Chief Mitchell began his career as a patrol officer with the Kansas City, Missouri Police Department, where he served for 25 years. He then moved to Texas to lead the Temple Police Department before being appointed as the 23rd police chief for the City of Lubbock in 2019, a position he held until September 2023.

Chief Mitchell, a veteran of the United States Air Force, earned a Master of Business Administration from Baker University. He graduated from the Certified Public Manager Program at Texas State University.

He completed the 236th session of the Federal Bureau of Investigation’s (FBI) National Academy in Quantico, Virginia, and attended the Senior Management Institute for Policing (SMIP) at Boston College.
