What is an Independent Expenditure?

An independent expenditure is a political campaign communication that expressly advocates for the election or defeat of a candidate that is not made in cooperation, consultation, or concert with, or at the request or suggestion of, a candidate or the candidate's campaign committee.

A committee making independent expenditures of $1,000 or more to support or oppose a candidate during the 90-day period up to and through the day of the election must file Form 496 electronically within 24-hours disclosing the expenditure.
