The City reports annually, the accomplishments and progress toward the Con Plan and AAP goals through the CAPER. The CAPER is used to inform HUD and the public on how Entitlement funds have been expended in the report year; the impact; and evaluates the City’s performance in carrying out the identified goals of the Con Plan and AAP.
