The City of Oakland requires companies which provide collection, transportation, processing, recycling, and disposal of construction and demolition (C&D) debris services in the City of Oakland to obtain non-exclusive franchises as a condition of operation, as provided in the Oakland Municipal Code (OMC) Chapter 15.34.

OMC Chapter 15.34 is intended to meet and further the goals of the California Integrated Waste Management Act of 1989 Assembly Bill 939 and the Alameda County Waste Reduction and Recycling Act of 1990 (Measure D), to divert C&D debris from landfills,process and return the materials into the economic mainstream thereby conserving natural resources,and stimulate markets for recycled and salvaged materials.

The Non-Exclusive Franchise Agreement for C&D debris collection services describes the terms and conditions under which service providers are required to operate, including, but not limited to, performance and operations standards,payment of fees to the City, and reporting of customer,collection and processing facility data to the City.

Payment of an application processing fee is required. The City will promptly acknowledge receipt of your application and fee, and notify you if any additional materials are required. The NEF award letter to successful applicants will provide instructions for completing the fully executed agreement. The full process will take four to eight weeks.

NOTE: Effective September 1, 2018, parties must have a fully executed NEF agreement in place before hauling in Oakland. Parties who submit an application and pay the application fee will no longer be permitted to collect and transport C&D debris in Oakland while the City processes the application.
