Project Proposal

The Transit-Oriented Development (TOD) is located at the West Oakland Bay Area Rapid Transit (BART) station at 1451 7th St. The site is approximately 5.58 acres bounded by 7th St to the north, 5th St to the south, Chester St to the west, and Mandela Parkway to the east. The project is replacing 451 BART parking spaces with 762 residential units, 300,000 sq ft of office space, and approximately 53,000 sq ft of ground floor retail uses. The project also includes surface plazas and circulation elements.

The project includes three development areas:

· Development Area T1: 31-story high-rise building with 522 market-rate residential units and 14,350 sq ft of ground floor retail

· Development Area T2: Surface plaza and circulation improvements

· Development Area T3: 7-story mid-rise residential building of 240 affordable multi-family units and approximately 16,000 sq ft of ground floor retail

· Development Area T4: 100-ft tall mid-rise commercial office building with 300,000 sq ft of office and approximately 23,000 sq ft of ground-floor retail

The project also includes plazas, pedestrian walkways connecting to the BART station, as well as streetscape improvements on 7th St, 5th St, Mandela Pkwy, and Chester St.

The Preliminary Development Plan (PDP) for the Planned Unit Development was initially approved by Planning Commission on February 6, 2019, and the Revised PDP was approved on November 4, 2020.
