  • Enter City Hall at the entrance on 14th Street.
  • After receiving a security check, proceed to the stairs farthest from the 14th Street entrance, on the left.
  • Hearing Room 4 is located on the 2nd floor of City Hall on the side of the building farthest from 14th Street. There will be a sign-in sheet and paper agenda packets for participants.

Remote participation including public comment via teleconferencing is not available at this time. Hybrid meetings may commence once the City of Oakland has established meeting procedures and allocated resources for simultaneously supporting in-person and remote participation. All Commission meetings will include procedures to comply with the open meeting requirements of the City’s Sunshine Ordinance and the State’s Brown Act.

  1. Form 700 Overview

    (6:25 PM, 15 minutes) The City of Oakland's Office of the City Clerk will provide an informational presentation to further inform and increase Board And Commission Members’ compliance with the timely filing of all Statement Of Economic Interests Statements, also known as Form 700.

  2. BPAC Outreach Materials

    (6:40 PM, 15 minutes) Stephen Tu from the OakDOT Safe Streets Division, Bicycle and Pedestrian Program (Stu@oaklandca.gov), will present and ask for feedback on graphic design options for tabling materials for the BPAC to facilitate BPAC participation at community events. The materials may include banners or tablecloths, flyers, t-shirts for BPAC members, and other handouts.

  3. Recent Bicyclist and Pedestrian Severe and Fatal Traffic Crashes

    (6:55 PM, 20 minutes) Commissioner Schader (patricias.oakland@gmail.com) will lead the commission in a discussion of recent fatal and other high-profile traffic crashes in Oakland involving bicyclists and pedestrians. Commissioner Whipps (nick.whipps@yahoo.com) will seek a motion for a BPAC recommendation urging stakeholder agencies to take actions to improve traffic safety on International Blvd.

    • On Monday, October 23rd, 2023, at possibly an hour prior to 8:17 PM, a Black male bicyclist approximately 50-59 years old was severely injured by a driver in a hit-and-run collision along the 550 block of 45th Street.
    • On Wednesday, October 25th, 2023 at approximately 10:26 PM, a Hispanic male pedestrian approximately 40 years old was killed by a driver in a hit-and-run collision at the 4200 block of International Boulevard at High Street, involving the following scenario: a driver (“Driver #1”) traveling eastbound in the 4200 block of International Blvd at a high rate of speed collided with another driver’s (Driver #2”) vehicle. The impact from the collision caused Driver #1 to collide into two parked vehicles on the south curbside, where the pedestrian was pinned in between the two parked vehicles. The pedestrian suffered a severed leg and was transported to the hospital, where he later succumbed to his injuries.

  4. AC Transit Realign Bus Service Network Plan Update

    (7:15 PM, 25 minutes) Alameda-Contra Costa Transit District’s (AC Transit) Maria Henderson, External Affairs Representative (mahenderson@actransit.org), and Owen Goetze, Transportation Planner (ogoetze@actransit.org) will present AC Transit Realign, a comprehensive review of AC Transit’s bus network to respond to shifts in riders' travel patterns. Each draft service scenario has been shaped by community input concerning crucial travel needs, and each scenario demonstrates how it will advance community mobility. AC Transit is seeking comments on the preliminary service scenarios between November 1 and December 13, 2023, to help inform the development of a single preferred service plan for implementation in August 2024.

  5. Fire Code Amendments - Status

    The Ad Hoc Committee on Fire Code Amendments continues to seek information from the Oakland Fire Department on proposed amendments to the Oakland Fire Code. The Committee is monitoring the agendas of the City Council’s Public Safety Committee where the item is anticipated to be heard.
