The guidance and forms below are intended to assist engineers and contractors with the ESHP process. The Process Summary explains when each form applies and all forms can be completed digitally and returned to the ESHP office to via email to your established ESHP contact or ResidentialLending@oaklandca.gov.
*** PLEASE NOTE: As of 1/18/2022, all permits must be submitted through the Permit Center's on-line portal. You must name ESHP in the description for expedited routing.

Guidance for Contractors Bidding on ESHP Projects
