Gateway Industrial District (portion of former Oakland Army Base)

The Gateway Industrial District is located adjacent to the Port of Oakland and the community of West Oakland. The 160-acre District is designed to support the City’s industrial needs and the movement of goods by way of the seaport, railroad and roadway networks while providing jobs and reducing air pollution emissions. The District was formerly part of the Oakland Army Base, which was commissioned in 1942 and closed 1999. To enable redevelopment, the City completed a major public infrastructure project in 2019, installing brand new roads and utilities, including bike paths and Bay Trail connections. Today, the District features new state-of-the-art warehouse and distribution facilities.

Port Priority Use Area

The City is working with the Bay Conservation and Development Commission (BCDC) to relocate its 15-acre Port Priority Use Area in BCDC’s Seaport Plan to the City’s planned truck parking and truck services development on the Ancillary Maritime Service (AMS) Site.

District Zoning, Design Standards and Maps

Zoning for the area is contained in the Oakland Planning Code Chapter 17.101F. The Design Standards promote high quality industrial architecture. The District maps provide the project location, and General Plan and zoning information.

Public Engagement

Public engagement is a cornerstone of redevelopment planning, starting with the Army Base closure process and continuing through development in the Gateway Industrial District. The City is committed to engaging with the community and public consistent with the Public Engagement Plan.

Wake Avenue parking lot photo

Wake Avenue Truck Parking Lot Now Open

The City has opened a truck parking lot at Wake Avenue and West Grand Avenue at the Gateway Industrial District next to the Port of Oakland. The Wake Avenue Truck Parking Lot provides truck, chassis and container parking spaces on a daily, weekly and monthly basis. Currently available are limited monthly parking for owner-operators and very small fleets. For more information or to request a quote, please email Michael Ford at mford@oaklandca.gov

California Waste Solutions (CWS)

Under the L/DDA approved by the City on July 21, 2021, California Waste Solutions (CWS) is in the process of obtaining its regulatory approvals and meeting its milestones in order to close escrow on conveyance of the property from the City to CWS by the end of this year and begin construction between December 2022 and March 2023.

Specifically, CWS has obtained its City discretionary approvals and is in the process of satisfying its County and State regulatory requirements before obtaining its building permit from the City. The status of required agency approvals is provided below:

  • Amendment to the Alameda County Integrated Waste Management Plan (COIWMP); approved December 15, 2021.
  • Solid Waste Facility Permit, Alameda County Department of Environmental Health, Solid and Medical Waste Management, the Local Enforcement Agency (LEA) the State of California Resource Recycling and Recovery (CalRecycle), submitted – April 20, 2022, determined complete May 19, 2022). An informational public meeting to discuss CWS' request for a Solid Waste Facility Permit will be held on June 15, 2022 from 5pm to 7pm, for meeting details please click here.
  • Bay Area Air Quality Management District (BAAQMD) Authority to Construct; application pending
  • Regional Water Quality Control Board (RWQCB) Notice of Intent to Construction; pending

City Staff has reviewed and approved the first draft of the CWS design development plan proposal in advance of submitting a building permit application in June 2022.

The redevelopment of the Gateway Industrial District is guided by the Oakland Army Base Reuse Plan and Oakland Army Base Redevelopment Plan. An amendment to the 2000 Oakland Army Base Reuse Plan was approved by the City Council in 2012. Council Resolution 83930 C.M.S provides a description of the amended plan and can be found here.

Environmental Documents

Redevelopment of the Gateway Industrial District was analyzed under the California Environmental Quality Act in 2002 by the Oakland Army Base Area Redevelopment Plan Environmental Impact Report, followed by an Addendum in 2012. The environmental documents and current Standard Conditions of Approval and Mitigation Monitoring and Reporting Plan are found here.

Air Quality Plans

Reducing and eliminating diesel trucks and equipment and thereby improving air quality is a goal of the redevelopment of the former Oakland Army Base. Therefore, projects proposed on parcels within the Gateway Industrial District on the former Army Base all benefit from a truck diesel reduction program that requires air quality plans for construction and for operation. These air quality plans provide a road map for implementing diesel emission reduction measures, are required by all developers in the Gateway Industrial District and become part of their tenant agreements.

Truck Management Plan

Reducing truck impacts on the local streets in West Oakland is also a goal of the redevelopment of the former Oakland Army Base. The West Oakland Truck Management Plan is an action-based plan designed to reduce the effects of transport trucks on local streets in West Oakland.

Job Resources and Oversight

Providing local jobs is a key goal of the redevelopment of the former Oakland Army Base. Development on the City's Gateway Industrial District is subject to Construction and Operations Jobs Policies. The West Oakland Jobs Resources Center provides a location for developers and operators to seek local job applicants. The Oversight Commission is tasked with overseeing compliance with the Jobs Policies. The Department of Workforce and Employment Standards presented an informational report including Good Eggs compliance data for 2021 to the Oversight Commission on August 18, 2022.
