Registering Your Committee
You must file Form 410 - Statement of Organization registering your committee within 10 days of reaching $2,000 in campaign activity. The original form is filed with the California Secretary of State and a copy MUST be filed with the Public Ethics Commission.
Electronic Filing Requirement
In Oakland, once campaign activity reaches $2,000 or more the campaign committee must file its campaign statements with the Public Ethics Commission through the City of Oakland Electronic Filing System.
The Electronic Filing System is a web-based, data entry filing system that allows candidates and campaign committees to submit disclosure reports mandated by the City of Oakland and California‘s Political Reform Act including:
Form 460 Recipient Committee Campaign Statement
Form 497 24-Hour Contribution Report Additional report for committees receiving or making contributions of $1,000 or more from a single source during the 90 days before the election
Form 496 24-Hour Independent Expenditure Report Additional report for committees making independent expenditures of $1,000 or more on a single candidate or ballot measure in the aggregate during the 90 days before the election
After the Election
When the election is over, your responsibilities as a candidate or treasurer are not yet finished. All candidates - successful and unsuccessful - must continue filing campaign statements until the committee is terminated.
