Investor-Owned Residential Property Inspection and Rehabilitation Program

Under Oakland Municipal Code 8.58, Oakland's Investor-Owned Residential Properties (IOP) Program is a pro-active effort to ensure prompt rehabilitation of previously defaulted or foreclosed properties purchased by investors, to address deferred maintenance, vandalism, and blight that may have resulted from long periods of vacancy and neglect.

As specified in Oakland Municipal Code 8.58, investor-owner purchasers that do not intend to
occupy or undergo substantial permitted rehabilitation must register and provide access for a City inspection. Identified violations must then be addressed with proper permits and approvals within the time provided.
