The City of Oakland through its Department of Housing and Community Development (DHCD) is inviting non-profit organizations and City Departments to submit proposals for programs and projects for the Community Development Block Grant (CDBG) funds to be awarded by the U.S. Department of Housing and Urban Development (HUD) for the 2020-2022 funding cycle beginning July 1, 2020. Proposals will be accepted for eligible services and projects that benefit low- to moderate-income residents in the seven Community Development (CD) Districts of Oakland. Special consideration will be given to proposals submitted for Homeless or Affordable Housing activities. Approximately $1.5 million of CDBG funds will be available per year under the 2020-2022 CDBG funding cycle.

PROJECTED ANNUAL ALLOCATION OF FUNDS IN THE 2020-2022 FUNDING CYCLE - MODIFIED 2/21/2020

Oakland recently received HUD notification of its FY2020-2022 entitlement grant amount for CDBG. Based on the announced CDBG allocation to the City of Oakland, the total available under the 2020/21-2021/22 CDBG Request For Proposals is increased from $1,500,000 to $1,577,409 (21% of the anticipated annual grant). This is an increase of $77,409 over the previously estimated CDBG allocation under this RFP. The second year of funding is contingent upon the actual HUD award to the City for fiscal year 2021/22. Of the $1,577,409 available for District programs, not more than $587,719 can be allocated to public service activities. The balance of $989,690 may be allocated for non-public service activities as indicated in the fourth column below for Capital/Infrastructure, Housing Improvement, Economic Development or other eligible projects. CD District allocations are based on low- and moderate-income population for each District:
