Zurvohn Maloof has over 20 years of law enforcement oversight experience, having served all those years in various federal Inspector General offices. His educational background enhances his extensive experience. He holds a Bachelor of Arts in Sociology with a concentration in Criminology from San Jose State University and a Juris Doctorate from New College of California School of Law. His Juris Doctorate has been invaluable in conducting investigations, understanding legal frameworks, and delivering thorough investigations that often result in policy revisions, administrative actions, or criminal prosecutions.
Zurvohn possesses vast experience from multiple federal Offices of Inspector General, undertaking independent internal investigations. He currently serves as the Deputy Inspector General (DIG) for the Bay Area Rapid Transit (BART) Office of Inspector General (OIG). In this role, he manages the day-to-day functions of the OIG, including overseeing audits and investigations, revising policies and procedures, reviewing California Senate Bill 827, assisting with the development of a charter that outlines the roles, responsibilities, and authority of the OIG, and reporting findings and recommendations to BART administration, the Board of Directors, and the public.
Prior to this role, during his 20 years of federal service, Zurvohn served as a Senior Special Agent and Subject Matter Expert over the USPS OIG Western and Pacific Area Field Offices, as well as Acting Assistant Special Agent in Charge. He coordinated multi-agency high-risk task forces, conducted complex and sensitive investigations—both criminal and administrative—reviewed national-level policies and made recommendations. He also served as a trainer and instructor in various collateral duties, including Firearms Instructor and Coordinator, Control Tactics Instructor and Coordinator, M-4 Rifle Instructor, Non-Lethal Instructor, Evidence Custodian, and Financial Crimes Representative.
Before joining the federal government, Zurvohn completed an externship at the United Nations (UN) International Criminal Tribunal for Rwanda (ICTR) while in law school. The ICTR, established by the UN Security Council, prosecuted individuals responsible for the Rwandan genocide and other serious violations of international humanitarian law. It was the first international tribunal to deliver verdicts on genocide and recognize rape as a means of perpetrating genocide. The ICTR indicted 93 individuals and played a pioneering role in international criminal justice, contributing significantly to the jurisprudence on genocide, crimes against humanity, and war crimes.
After law school, Zurvohn began conducting fraud, waste, and abuse investigations in various areas, including ERISA compliance, FEMA fraud, public corruption, pipeline and hazardous materials safety violations, aviation fraud, mail theft, narcotics, and healthcare fraud. He has received numerous awards for his work, including Employee of the Year, Sharpshooter, and two Council of the Inspectors General on Integrity and Efficiency (CIGIE) Awards for Excellence.
Zurvohn has dedicated his life to public service. He served as President of the San Francisco Bay Area Chapter of the National Organization of Black Law Enforcement Executives (NOBLE), and currently serves as a life member and executive board member of the chapter. NOBLE, known as the "conscience of law enforcement," addresses critical issues aimed at improving the law enforcement profession and its service to the community. The motto "Justice by Action" reflects Zurvohn's dedication to achieving goals through research, training, professional development, and community outreach activities.
In addition to his professional accomplishments, Zurvohn is proud of his personal milestones, which include skydiving, appearing on Family Feud, and completing his first full marathon at age 50.

Aeiramique Glass Blake, humbly known as Meeka, is a distinguished expert in police oversight, accountability, and criminal justice reform, with over 15 years of experience. Most recently, she served as the Chief of Police Accountability for the city of Baltimore, where she provided oversight for seven law enforcement agencies, including the Baltimore Police Department under a federal consent decree, the Sheriff's Office, and Johns Hopkins University Police. In this role, Aeiramique managed the Police Accountability Division within the Office of Equity and Civil Rights, overseeing the Police Accountability Board, Civilian Review Board, and Administrative Charging Committee, as well as setting up trial boards to ensure police accountability across the agencies. Her leadership in overseeing police conduct, compliance, and discipline ensured a strong intersection between police accountability and public safety, creating pathways for justice while promoting public trust.
Aeiramique’s career has been defined by her dedication to advancing racial and restorative justice. As a highly sought-after public safety innovator, she has worked with law enforcement, community leaders, and public officials to address systemic inequities, police misconduct, and policy reform. Her hands-on approach to fostering transparency in law enforcement has enabled her to lead transformative policy changes and reimagine public safety practices centered around community trust and accountability.
Her experience bridges the gap between police accountability and public safety, driving initiatives focused on crisis intervention, violence prevention, and community-led reform.
Aeiramique has also served on several key advisory boards, including as chair of the San Diego Chief of Police Board of Advisors and a member of the San Diego City Attorney’s Advisory Board. She was a former consultant for the National Conflict Resolution Center and has partnered with institutions like San Diego State University and the University of San Diego's Peace and Justice Institute to shape public safety policies and training programs, including the development of the "Building Trust Community Police Handbook."
Her work has earned her recognition, including being celebrated as a "Phenomenal Woman" by the San Diego Union-Tribune and the Women’s Museum of California. Aeiramique has also been featured in Teen Vogue and the documentary On These Grounds.

Early in his career, from 1996 to 2003, William served as a Special Agent for the United States Secret Service in Philadelphia, PA, and on the Presidential Protection Division in Washington, DC. He exclusively drafted a computer crimes search warrant as a training tool for the U.S. Secret Service Academy that is still being utilized today at the James J. Rowley Training Center in Beltsville, MD.
From 2003 to 2016, William performed as the Special Agent in Charge for the Northeast Division of the EPA Office of the Inspector General (OIG), and the OIG Office of Professional Responsibility, Special Projects focusing on oversight of the agency’s law enforcement components. He led transformational change by infusing the team with a sense of purpose and direction. William launched and led the OIG’s American Recovery and Reinvestment Act Task Force including policy development and investigations/operations/firearms training, while overseeing 53 professionals nationwide.
From 2016 to 2021, William was exclusively recruited for the role of Director, Investigations & Operations, by the Chief Ethics & Compliance Officer of UC San Diego to integrate a comprehensive investigations framework aligned with the United States Federal Sentencing Guidelines. He developed and implemented investigative templates, reports, and case management practices to champion whistleblower and retaliation compliance practices across the enterprise.
In 2021, William embarked on a new journey serving as the Director of Investigations, Policy, and Monitoring for the UC San Diego Health, Office of Compliance and Privacy, Health Systems. He paved the way for the organization by acting as a change agent aligning processes with regulatory best practices, providing exceptional training, and driving continuous improvement. William developed and launched a robust 12-week training program around the minimum mandatory skills of conducting thorough investigations and well-written reports of investigations involving both the preponderance and clear and convincing evidence standards of proof.
William holds a Master of Arts degree in International Relations from Florida State University and a Bachelor of Arts degree in Philosophy and Political Science from West Chester University of Pennsylvania. He also completed numerous professional development programs including Certified Compliance and Ethics Professional (CCEP)®, Individual Private Investigations from the Bureau of Security and Investigative Services, Workplace Investigation Certificate from the Association of Workplace Investigations, and he is a Certified Paralegal (CP).
William is the recipient of the Agency Silver Medal, Council of the Inspectors General on Integrity and Efficiency Award, and the U.S. Attorney, District of New Jersey, Criminal Investigator Award.
