Strategic Plan Priorities
This plan is organized according to the four pillars of Mayor Schaaf’s vision for our city and how the Oakland Department of Transportation serves it: equity, safety, sound infrastructure and responsible governance.
The plan provides an achievable, data-driven and trackable summary of the department’s commitments, which can be used to mark our progress toward our goals. These reliable measurements can then guide the development of future planning for the streets, and the people, of Oakland. In September 2018, at City Council request, we developed an informational report on OakDOT’s performance that featured an analysis of services requested by type and council district. This report was submitted to City Council’s Public Works Committee, and is available by clicking above, along with the accompanying slide presentation.
Later in the fall of 2018, our staff took a deep look at our progress, our obstacles, and our organizational commitment to our goals and principles. We produced a Progress Report we are pleased to publish to keep Oaklanders informed. You can download the Progress Report at the button above, and review the full original Plan in PDF format here. The Plan provides details about all of our top priorities, which include:
Equitable Jobs and Housing: Designing, Building and Maintaining 21st-Century Streets for All
- Adopt equitable decision-making frameworks for transportation planning and project development.
- Distribute repaving, maintenance and other paving resources based on equity, road conditions and safety metrics
- Reduce transportation costs for Oaklanders
- Provide staff with the knowledge, skills, abilities, and resources needed to implement equity and community engagement goals and to deliver equitable outcomes across transportation projects, programs and services
- Improve community access to jobs, education, training and needed services
- Measure and apply data to hold the department accountable for equitable and effective investment of resources
Holistic Community Safety: Making Oakland’s Streets Safe and Welcoming
- Adopt a Vision Zero policy and pledge to eliminate traffic injuries and deaths
- Inform safe designs and infrastructure decisions with data and analysis
- Incorporate safety and Complete Streets policies into design process
- Make safe design standards available and accessible to the community
- Establish programs to enhance pedestrian safety based on community input
- Enhance traffic signal operations for greater safety, efficiency and flexibility
- Review speed limits to support safe travel on our roadways
- Provide safe access to all Oakland schools
- Make Oaklanders feel safe walking and waiting for the bus, at all times of day or night
Vibrant Sustainable Infrastructure: Ensuring Transportation Options Meet the Needs of Oakland’s Diverse Communities
- Bring Oakland’s streets into a state of good repair
- Plan and develop capital projects in an equitable, timely, efficient and coordinated manner
- Make walking safe and delightful throughout the City of Oakland
- Achieve full ADA public right-of- way compliance
- Improve the quality and completeness of Oakland’s bikeway network
- Expand access to shared mobility services, including the Bay Area Bike Share Program and car and scooter sharing programs
- Strengthen our economy by improving the movement goods through Oakland while reducing the negative health and safety impacts of commercial transportation in our neighborhoods
- Create a Complete Streets corridor program
- Plan and implement fast, frequent and reliable transit
- Strengthen the use of data to guide asset management, making the most effective use of limited resources
- Coordinate land use with transportation planning
- Green Oakland’s Streets to improve air and water quality
- Improve transportation choices, minimizing parking demand, congestion and pollution
- Manage on-street parking to balance the diverse needs of Oakland’s visitors, merchants, commuters and residents
- Enhance the experiences of cyclists and pedestrians with affordable, energy efficient lighting
- Integrate art and playfulness into Oakland’s infrastructure
Responsive Trustworthy Government: Providing Oaklanders with an Open, Accessible and Efficient Transportation Agency
- Make Oakland Department of Transportation a great place to work so we can recruit the best employees
- Improve the City of Oakland’s coordination with partner agencies like BART, AC Transit, the Alameda County Transportation Commission (ACTC) and the Metropolitan Transportation Commission (MTC)
- Increase capacity to deliver projects and services by expanding pool of interested contractors
- Develop and implement a set of agency-wide community outreach and engagement protocols that promote genuine community empowerment
- Expand the avenues for communication and listening between the Oakland Department of Transportation and the public
- Make Oakland Department of Transportation data and decisions transparent and accessible to the public
