POLICY + NEIGHBORHOOD HUB // Supporting Our Neighbors

Partnering with residents, grassroots organizations, and labor unions, CM Bas has advanced policies that support everyday Oaklanders and our vulnerable neighbors, including:

  • >> passing CA's strongest city-level COVID-19 eviction moratorium in March 2020 and responsibly ending it on July 15, 2023 while improving tenant protections

  • >> passing COVID-19 grocery worker hazard pay $5 wage bonus covering 2,000 frontline workers in our largest grocery stores

  • >> creating a fund to help low-income tenants purchase their homes with community land trusts to prevent displacement and create permanently affordable community-owned housing

  • >> leading the FY 21-23 Council budget process which tripled the Department of Violence Prevention's budget and boosted funding for alternative crisis response and cultural affairs
    >> leading the FY 23 - 25 Council Budget process, and through working on partnership with the Mayor, was able to close a historic 330$ Million deficit;

  • >> creating an alternative crisis response program in our Fire Dept. to respond to mental health + non-criminal, non-violent issues

  • >> passing legislation to help formerly incarcerated residents access rental housing

  • >> placing and passing a progressive corporate business tax on the November 2022 ballot to raise critical revenue for city services and provide relief to our smallest businesses

  • >> defending immigrant and refugee rights by passing resolutions condemning deportations of rehabilitated Southeast Asian refugee community members and successfully advocating for pardons by Gov. Newsom

  • >> leading a task force to reimagine public safety in Oakland

  • >> partnering with youth + education advocates to reauthorize the Oakland Fund for Children and Youth investing millions in youth and families each year

Council President Bas' has released Wins Towards An Oakland For All of Us. The report details her and her team’s achievements to support District 2 residents and Oaklanders over the course of her first term, from January 2019 through December 2022. It includes notable wins across policy and budget priority areas, as well as neighborhood-level successes throughout Chinatown / Downtown, San Antonio, Eastlake, and Grand Lake.

Nikki Fortunato Bas

For two decades, Councilmember Nikki Fortunato Bas has been an advocate for working people, leading the passage of policies in Oakland to create the building blocks for regional, state, and national change.

A resident of District 2 for over 20 years and a lifelong community organizer, Councilmember Bas started out in Chinatown organizing Chinese immigrant garment workers to win their wages back. She also worked in coalitions to raise Oakland's minimum wage with paid sick leave, create living wage jobs on the old Oakland Army Base, and reduce diesel truck pollution at the Port of Oakland. Councilmember Bas and her team are focusing on four themes in her second term. These priority areas were developed during her campaign and first year in office by engaging thousands of Oaklanders, and will continue to be informed by community leadership and input.

1. Housing is a Human Right. A key function of our city government is to make sure that everyone has shelter. We must provide essential services and shelter for our unsheltered neighbors, treating people with compassion and keeping families and communities together. We must create more affordable housing to keep working and middle class Oaklanders here. We must protect renters who are the majority of Oaklanders. And, we must create long-term stability for Oakland's homeowners so they and future generations can stay here.

2. Supporting a Just Recovery: To meet the immediate needs of residents, workers, and businesses while laying a foundation that will support the economy and the community long term. Also, to create safer & cleaner business corridors as well as supporting vibrant programming in our parks and other public spaces.

3. Reimagining Public Safety. We aim to create a comprehensive community safety infrastructure that focuses on healing and prevention, alternatives to policing, and effective & accountable policing, with indicators for success, and partnerships with all necessary stakeholders, such as MACRO, the Department of Violence Pre (add indicators for success of MACRO, DVP, OPD)

4. Delivering Equitable Services. Our city must provide equitable services that create healthy, clean, safe environments for all of our kids to play and walk to school.
