Planning Commission, Landmarks Preservation Advisory Board (LPAB) Return to In-Person Meetings in March

After February 28, 2023, pursuant to the Brown Act, all public meetings including those of our boards and commissions must be held in person and board or commission members must attend their meetings in person.

After February 28, 2023, all public meetings including those of boards and commissions must be held in person, and sitting board or commission members will be required to attend their meetings in person for meetings.

Planning Commission and Committee Meetings:

Starting April 5, the Planning Commission will meet on the 1st and 3rd Wednesday of each month at 3 pm. with some exceptions (please see calendar). (Note that there will be no meetings in March due to lack of agenda items.) Meetings will be held at Oakland City Hall, One Frank H. Ogawa Plaza in Oakland, CA 94612.

The Design Review Committee, Zoning Update Committee, and other committees of the Planning Commission will meet on the 4th Wednesday of each month at 3 pm. with some exceptions (please see calendar). Meetings will be held at Oakland City Hall, One Frank H. Ogawa Plaza in Oakland, CA 94612.

Landmarks Preservation Advisory Board (LPAB) Meetings:

Starting March 6 at 6 pm, the Landmarks Preservation Advisory Board (LPAB), will also meet in person at Oakland City Hall, One Frank H. Ogawa Plaza, Council Chambers in Oakland, CA 94612.

No Initial Hybrid/Remote Meetings: Initially, remote participation over Zoom (hybrid meetings) will not be permitted. Fully operational hybrid meetings will commence once the commissions have established meeting procedures for such meetings and resources are in place to provide equitable access and participation.

Future Hybrid Meetings: The City knows that virtual meetings have offered means of community participation that some community members will want to preserve or restore when in-person meetings take effect. The City is committed to providing the most equitable, compliant, and convenient access possible to board and commission meetings. However, we are in new circumstances -- best practices for hybrid community participation are still emerging, and existing equipment, facilities, and staffing cannot fully accommodate hybrid meetings across the board at this time. The City will develop solutions and welcomes input and ideas from the public.

Security at City Hall: Community members and Commissioners attending meetings in City Hall must go through the screening stations for access into the building and will be required to sign in at the security desk. There are security guards stationed in City Hall until 11:00 pm Monday through Friday. Coverage for Council meetings lasts until the meeting has ended. A security guard is stationed in 250 Frank H. Ogawa Plaza 24/7.

Parking at Frank H. Ogawa Plaza: Parking is available at the downtown Dalziel Garage, 250 Frank H. Ogawa Plaza, Oakland for all meetings. The garage is staffed during normal business hours. Normal business hours are 6:00 am - 7:00 pm on Monday; 6:00 am to 1:00 am Tuesday-Friday.

COVID-19 Emergency to Be Rescinded: On February 28, 2023, when Governor Newsom rescinds California’s declaration of a COVID-19 emergency, the Oakland City Council and all City boards and commissions subject to the Brown Act will no longer be able to invoke AB 361 to allow members of the bodies to participate in meetings via Zoom or other teleconference technology.
