PUBLIC ETHICS COMMISSION ADMINISTRATIVE HEARING 16-01

This meeting of the Public Ethics Commission was held on November 18, 2019 at 9:00am

In the Matter of Michael Colbruno; Case No. 16-01. The Public Ethics Commission received a
complaint in 2016 alleging that Michael Colbruno violated the Oakland Lobbyist Registration
Act (LRA) by failing to register as a lobbyist in 2012 and 2014. Commission staff completed its
investigation and presented its findings to the Public Ethics Commission, which found
probable cause that Mr. Colbruno failed to timely register as a lobbyist in 2013 and 2014, and
failed to timely file quarterly lobbyist reports for 2012, 2014, and the first half of 2015, in
violation of the LRA. The Commission directed staff to schedule the matter for an
administrative hearing for a full adjudication of the facts and law. The hearing is scheduled as

The hearing will be public, and members of the public will have an opportunity to make public comments.
