Note on the 2016 counts data (February 22, 2017):

Annual bicycle turning movement counts are conducted by outside consultants each September. After receiving the data from counts conducted in September 2016, staff noticed some inconsistencies. As a result, the consultant re-analyzed data for 11 of 35* intersections selected by staff. The criteria for intersections selected for re-analysis were an evaluation of prior year count volumes and percent changes since 2011, and location-specific anomalies. The re-analysis resulted in a nearly 17% increase in bicyclists at those 11 intersections over those in the originally submitted counts.

In 2016, for the first time since the Oakland Bicycle & Pedestrian Facilities Program annual counts program started in 2011, the technology used was video camera footage analyzed after the fact. (Counts from 2011-2-15 were manually conducted in the field.) Thus, the discrepancy may be attributable to the use of video for the counts, but it is not known for certain.
