DOSP Zoning Incentive Program: Background Information

The Zoning Incentive Program (ZIP) is designed to encourage developers to provide community benefits in exchange for increases in allowable building height and/or density in Downtown Oakland. Benefits allowed under the ZIP were selected to increase housing affordability, provide affordable rent for small businesses, train Oakland’s workforce, and create resources that support public health.
